Head of Public Sector Business Development
RegGenome is seeking a highly motivated and commercially astute individual to serve as Head of Public Sector Business Development a senior, high-impact role focused on driving revenue growth and expanding our presence across global public sector institutions, particularly financial regulatory authorities and central banks. You will lead the global sales strategy for our advanced data solutions, which support public sector use cases such as policy analysis, systemic risk assessments, AML/CFT compliance, supervisory digitization, and digital payments oversight. Collaborating closely with our internal technical and product teams, you will develop tailored commercial offerings that meet the evolving data and technology needs of regulatory clients. This is a strategic role for someone who can turn complex engagement into real commercial outcomes. You will identify high-value opportunities, lead relationship development, shape solution proposals, and structure deals that reflect the institutional context of regulators and multilateral bodies.

RegGenome is a commercial spin-out of the University of Cambridge, with strong ties to the university through investment, as a founding partner in the Regulatory Genome Project, through the Centre for Alternative Finance in the Cambridge Judge Business School and links to the Computer Lab in the School of Technology. About You
You are a commercially minded leader with the strategic edge and executional drive to shape how public institutions use data to govern, supervise, and innovate. With deep experience navigating the public sector ecosystem, especially within financial regulation and you know how to translate complex engagement into real commercial outcomes. You’ve led sophisticated, consultative sales cycles and are confident operating within the nuanced procurement, political, and institutional dynamics of regulators, central banks, and multilateral bodies. Whether forging a relationship with a central bank, structuring a bespoke solution for a supervisory authority, or negotiating a multi-party agreement, you lead with clarity, integrity, and commercial precision. You bring a solid foundation in data and emerging technologies. You’re comfortable engaging with concepts like data infrastructure, analytics platforms, and AI/ML. Not as an engineer, but as someone who can credibly connect regulatory pain points to technical solutions. You thrive in cross-functional collaboration with product, engineering, and policy teams to shape offerings aligned to public sector use cases. Experience working with or selling into public financial institutions especially in international contexts is highly desirable. This role requires occasional global travel and offers the opportunity to deliver meaningful commercial impact as part of a globally relevant University of Cambridge spin-out. While RegGenome is still early in its journey with regulators, we already have active engagements with several regulatory institutions around the world. This is a new leadership role designed to build on that momentum, and to take ownership of our regulator-facing commercial growth strategy.
You Bring
• Proven track record of commercial sales development in the public sector or enterprise technology space, with an emphasis on long-cycle, consultative deals
• Strong understanding of financial regulation, public sector procurement, and institutional decision-making dynamics
• Demonstrated success in engaging senior-level stakeholders across regulators, central banks, or MDBs
• Fluency with data-centric and AI-driven solutions (data infrastructure, analytics platforms, regulatory technology)
• Clear, persuasive communicator who can credibly engage both technical and policy audiences
• International sales or business development experience across multiple jurisdictions
• Experience selling into or working with regulatory authorities, standard setters, or international financial institutions
• Familiarity with SaaS, data licensing, or platform-based business models
Key Responsibilities
• Own and drive RegGenome’s public sector revenue line, converting regulator engagement into clear commercial outcomes through pilots, licensing deals, and funded initiatives.
• Lead the end-to-end public sector sales cycle, from opportunity identification and qualification to proposal development, commercial negotiation, and deal closure.
• Build and deepen senior-level relationships with regulators, central banks, and multilateral institutions—positioning RegGenome as a trusted provider of advanced regulatory data solutions.
• Collaborate closely with product and technical teams to shape solutions aligned to key regulatory priorities, including systemic risk assessment, AML/CFT compliance, supervisory digitisation, and policy analysis.
• Act as a strategic partner to our Director of Finance and Commercial Development and leadership team, identifying high-value opportunities and shaping the regulator-facing go-to-market strategy.
• Negotiate content access agreements with strategically important regulators, navigating institutional constraints and working creatively to overcome resistance.
• Represent RegGenome in bilateral engagements, global working groups, and thought leadership forums, championing our vision for the digital transformation of regulation.
• Convert complex regulatory engagements into structured commercial propositions, using a consultative and solutions-oriented sales approach tailored to the institutional context of public agencies.
• Support RegGenome’s participation in the Regulatory Genome Project, helping to align our commercial strategy with broader academic and research-based collaborations.
• Bring field insight back into the business, informing our commercial roadmap, product direction, and strategic decisions with real-world regulator feedback.
• Track, report, and forecast revenue performance, contributing to commercial planning and investor reporting as a senior leader in the business.
